Guidance on Public Meetings and School Visits: School Leadership Teams, Citywide and Community Education Councils
School Leadership Teams (SLTs) and Citywide/Community Education Councils (CCECs) are essential elements of our educational governance structure and ensure collaborative decision- making in school-level and district-level policy. The guidance below explains how SLT and CCEC meetings can be conducted in accordance with recent changes in law and vaccination mandates. For more guidance, please visit here

Community Education Councils (CECs) - Community Education Councils (CECs) are education policy advisory bodies responsible for, among other things, reviewing and evaluating their district’s educational programs, approving zoning lines, and holding public hearings on certain matters. District Leadership Teams (DLTs) - District Leadership Teams (DLTs) present an opportunity for parent involvement in NYC public education, but parent representation is limited to parents who have already been selected to serve in other leadership roles.

DLTs are mandated by Chancellor’s Regulation A-655 (CR A-655) to allow for the collaborative participation of parents, administrators and staff in school-based planning on a district-wide level. Each DLT is responsible for the development of a District Comprehensive Educational Plan, which includes educational goals for the district, as well as certain guidelines for the operation of SLTs. DLTs are also responsible for providing support, technical assistance, and conflict resolution to their districts’ SLTs.
